Nova Expressão and Nossa Win €4.3 Million Communications Contract from the Portuguese Environment Agency

With a €4.3 million bid, the agency led by Filipe Teotónio Pereira submitted a joint proposal with the agency founded by Duarte Durão and Nuno Presa Cardoso. A total of 15 bidders took part in the tender.

Nova Expressão and Nossa have won the communications tender launched by the Portuguese Environment Agency (APA) at the end of 2024. With a €4.3 million bid, the agency led by Filipe Teotónio Pereira submitted a joint proposal with the agency founded by Duarte Durão and Nuno Presa Cardoso.
According to the ranking of bids obtained by +M, the tender attracted 15 proposals involving more than 20 agencies competing in consortiums.

The winning proposal, which ranked fifth in terms of price, finished around 13 points ahead of the runner-up bid submitted by Initiative and BBDO. VML and Wavemaker secured third place, less than one point behind the second-ranked proposal.

The Portuguese Environment Agency (APA) launched a public tender for a communications and awareness campaign on waste management, with a total budget of €6,775,067.75, as first reported by +M in January.

“This is a major initiative aimed at raising awareness among the Portuguese public. It is the most ambitious campaign of its kind ever launched in Portugal—a significant investment,” José Pimenta Machado, Chairman of the Board of the Portuguese Environment Agency, told +M.
“It represents a substantial financial commitment, but we are also facing a major challenge when it comes to waste management,” he added.

According to the tender specifications, the contract covers strategic planning, creativity, production and media definition; media planning, promotion, advertising and media buying; photographic, audiovisual and graphic production for all proposed assets; press relations; monitoring, evaluation and performance analysis; and the preparation of a final report.
In short, it covers creativity, media and communications. Agencies were allowed to submit joint proposals.

Published at the end of 2024, the tender allocated a weighting of 30% to price and 70% to quality in the overall evaluation.
Within the quality assessment, the evaluation criteria were weighted as follows: the suitability of the creative proposal (30%), the media plan (28%), the coherence of the creative proposal (24%), and the qualifications and professional experience of the team assigned to the contract (18%).

The contract will run until June 2026, with the deadline for submitting bids having closed at the end of February. Now that the results have been announced, the period for any appeals or formal objections is underway.
