VML Portugal and Wavemaker secured third place, achieving a final score of 64.54 with a \u20ac4.485 million bid. <\/p><p class=\"singleNewsbodyP\">The public tender launched by the body responsible for implementing environmental policies in Portugal opened in January for the development of a \u20ac6.755 million campaign. The goal was to appoint an agency to oversee the creativity, media planning and communications for a two-phase campaign, running in the summer and at Christmas.<\/p><p class=\"singleNewsbodyP\">According to the tender specifications, the contract covers strategic planning, creativity, production and media definition, the development of the media plan, campaign promotion, advertising and media buying, as well as the photographic, audiovisual and graphic production of all proposed assets.<\/p><p class=\"singleNewsbodyP\">Bids submitted by individual agencies or consortiums were also required to include press relations, monitoring, evaluation and performance analysis, culminating in the delivery of a final report, as set out in the tender specifications.<\/p><p class=\"singleNewsbodyP\">According to the tender documents, price accounted for 30% of the overall evaluation, while creativity and communications made up the remaining 70%. Within the quality assessment, the suitability of the creative proposal carried a weighting of 30%, the media plan 28%, and the coherence of the creative proposal 24%.
